Realization of the practicality of the Android Mobile App!

Ceymplon designed and developed a smart Android Mobile Application [Electronic Citizens Report Card (e-CRC)] for Centre for Governance Innovations (CGI) to capture citizen satisfaction on the Local Authority and Education Department Service delivery in Moneragala, Mullaitivu, and Batticaloa districts.

The CGI is a Guarantee Company registered in Sri Lanka, under the Registrar of Companies Act working with a mandate to support the key stakeholders in governance to enhance efficiency, effectiveness, and equity in their domains of work.

In 2018, the CGI was engaged with the Centre for Poverty Analysis (CEPA) for capturing the baseline data on public service performance for subsequent interventions.

The CEPA and ACTED, in collaboration with zonal education departments and local governments in Batticaloa, Monaragala, and Mullaitivu Districts launched the benchmark reports of the e-CRC on the delivery of secondary education services and public services on Tue 22 Jan 2019 at BMICH Colombo.

The survey was carried out under the EU funded project: 'Co-creating social development and good governance: fostering cooperation between Civil Society Organizations (CSO) and government authorities for better social services'. The project focused on enhancing the capacity of CSOs in cooperation with government authorities to promote better access to and quality of services, while ensuring the accountability of service providers.

The event was attended by District Secretaries, Provincial Commissioners and Assistant Commissioners of Local Governments, Officers of Zonal Education Divisions, Chairman/Secretary of Pradeshiya Sabhas, and Members of Community based Organizations (CBOs) in Batticaloa, Monaragala, and Mullaitivu Districts. The national event was the culmination of this two-year research programme sharing the results, lessons learned, and best practices on the delivery and quality of social service provision.
