Health, education, infrastructure, and a dozen other sectors each run their own projects, activities, and budget requests, and historically, keeping track of it all meant manual, paper-based planning, implementation, monitoring, and reporting handled independently by each department. iProMIS consolidates that entire process into one system, giving the province a consistent, real-time view of what is planned, what is underway, and what has actually been delivered — replacing guesswork and reconciliation with a single source of truth.

One System, Every Stage of the Project Lifecycle

At the core of iProMIS is a shared library of master data — components, sub-components, Sustainable Development Goal alignments, implementation agencies, contractors, beneficiary types, and more — that keeps every department working from the same reference points. From there, projects move through structured Broad Activity and Detail Activity creation, memo-based approvals, and a formal year-end close-out process. Every stage of a project's life, from initiation to completion, is captured the same way, by every sector, every time.

Financial Control Built In

A dedicated Finance module extends that same discipline to money. Fund categories, budget allocations, imprest requests, certified vouchers, expenditures, and outstanding liabilities are all tracked in one place, giving finance officers the same clarity over spending that planning officers now have over activities. Because financial submissions flow through the government system on their way to the Finance Commission of Sri Lanka, the reports provincial officials need for that process are generated directly from live data — not assembled by hand after the fact.

Field Monitoring, Wherever the Work Is

Not all planning happens at a desk. A companion mobile app extends iProMIS to field officers carrying out site visits, feasibility studies, and progress checks across the province, letting them record updates and submit progress reports directly from the field with real current images rather than writing notes to be entered into the system later. Updates sync in real time when connectivity is available, and the app continues to work offline in areas with limited network coverage, capturing field data locally and syncing it back to iProMIS the moment a connection is restored.

An Informative Dashboard at a Glance

Tying it all together is a dashboard designed to give officials an immediate read on how the province is doing. At a glance, it surfaces a summary of funds, expenditures, outstanding bills and liabilities, a location-based map of projects across the province, and rolled-up progress report summaries, alongside a set of graphs and tables that turn raw planning and financial data into something officials can actually act on quickly — rather than dig through report after report to find.

Transparency and Reporting on Demand

Perhaps the biggest shift is visibility. iProMIS automatically generates the progress and annual implementation reports that provincial planning depends on, so every project's status, budget position, and physical progress is available in real time to authorised users across departments. It's a level of transparency that manual reporting simply could not sustain — and one that gives provincial leadership a clearer, faster picture for decision-making.

A Year in the Making

The engagement ran through 2025 and into 2026, with the Ceymplon team working closely with the Northern Province Planning office to shape the system around how the province actually plans, spends, and reports — from the foundational data pillars through to finance and year-end processing. The recent handover, marked by a formal exchange of the system documentation with provincial officials, signals iProMIS going live for province-wide use.
